Sam (Tony Leung Chiu-wai) handles negotiations between two Triad leaders who plan to join forces and he is caught in ad middle of a fierce gang fight in Macao. He meets a suspicious bald man named Tony. Tony keeps following him around and disrupting and interfering his personal business. When Sam finds out Tony is a suspect in a nightclub owner's murder, Sam is sure Tony has something to do with it.
